Public Forum: 

Mrs Cohen outlined her objections to the planning application for a granny annex at the old police station in Queen Street. Her reasons were overdevelopment within a restricted site and changes at variance with conservation advice for retaining the character of the area.

Mrs Cooke also said she objected to the planning application for the old Police Station for the same reasons as Mrs Cohen. She also said she had raised concerns with Braintree District Council Planning about the use of inappropriate materials, for example concrete fence posts in a conservation area, at the development in Castle Lane. She said holes had been made in the highway outside this development.

Mrs Cooke and Mrs Cohen left.

Minutes of the Previous Meeting: The minutes were agreed; proposed by Mr Scrivens, seconded by Mr Pewter and signed by the Chairman.

Matters arising from Minutes:

6.1 Registering Parish Village Greens: The Land Registry had rejected the maps supplied as not meeting its requirements. New compliant maps have now been drawn up. There is one outstanding issue to be resolved with a landowner in respect of ownership of land part of Rushley Green.

6.2 Rubbish in River: Nothing further to report.

6.3 Water Leak on Sudbury Hill:  No progress to report on gulley jet washing by Essex CC Highways. As rainfall increases and colder weather approaches addressing this problem is now urgent.  The Clerk was instructed to write to Essex County Council Highways and Braintree District Council asking that early actions be taken to identify and correct the problem(s).

6.4 Village tidy up / bulb planting:  2,500 bulbs expected to arrive this month. Planting planned for the 23rd October.  A number of locations for planting were discussed and agreed.


6.5 Graveyard: Letter has been sent to the Bishop to progress, reply awaited.

6.6 Playing field - Consideration of H&S report and options for future works: Quote from Mortimers for £250 to repair the matting below the swings was accepted.

6.6 Tree Work at Hedingham Castle: Braintree District Council has apologised that the Parish Council was not consulted prior to the work being approved and carried out. Both Braintree District Council and the Parish Council are satisfied with the work carried out.  Matter now closed.

6.7 Pots / troughs / tubs placed on the public highway: Essex CC Highways has visited the village and viewed the flower pots throughout the village. It will advise any further action as necessary.

6.8 Overhanging Vegetation on Bulls Hill: The Clerk was instructed to write to the Castle asking for this vegetation to be cut back.

6.9 Attendance of MP at Parish Council Meeting: Mr Newmark has accepted an invitation to attend the meeting on 19 November 2010.

6.10 Disabled Parking Provision in Falcon Square: Essex County Council Highways have proposed installing a single bay outside the Doctors surgeries.  The Parish Council agreed the proposal.  The Clerk will write to the two Doctor’s surgeries asking for their permission for a sign indicating disabled parking be put on the wall of their building.

7Planning

7.1 10/01087: Proposed granny annexe at the Old Police Station. The Parish Council had objected to this application on the grounds of:

  1. Overdevelopment on the site and
  2. Parking/access difficulties.

Braintree District Council & Essex County Council Information: 

8.1

Essex CC: 

Cllr D Finch apologised for his absence from a number of parish meetings as he is very busy with the pace of activity following the June budget. He gave the following report:

General

  • Anticipating budget reductions of 25-40%.
  • Government has already reduced Essex County Council budget by £13 million.
  • Early work by Essex to cut costs - its ambitious transformation programme to reduce annual costs by £300million by 2013 is ongoing; £60 million saved to date.
  • Essex residents have been invited to express an opinion on how taxpayer’s money should be spent. Four areas of priority had been identified in this process: 1. Vulnerable adults. 2. Children at risk. 3. Repair of potholes. 4. Education attainment. These areas will be cut by 50% less than other areas as necessary.
  • Essex has with Kent set up a local enterprise partnership and is looking to obtain regional grants, opportunities for investment e.g. 2nd Dartford bridge crossing.

Finance

  •  “E-auctions” introduced as a way of reducing costs for home to school contracts.
  •  Numerous projects to improve efficiencies.

Adults, Health and Community Wellbeing

  • Essex library service cited by Department of Culture, Media and Sport as a good example of how libraries can connect to other local services and the public.
  • Free wireless internet service being rolled out across Essex libraries.
  • Essex libraries hosted a space themed Summer Reading Challenge for children of all ages.
  • Recent Annual Performance Assessment rated the service as “performing well” with safeguarding the quality of life for older people and capacity to improve to “excellent”.
  • Essex’s Adult Community Learning Service was awarded National Beacon status for outstanding service and professionalism.
  • Pledge of £4 million to offer Telecare support to all over 85s has been great success more than 2,800 has already taken it up. Now extended to over 80s.


Schools Children and Families

  • Current drive to recruit foster carers.

Transport

  • Work begun on £36 million project at Saddlers Farm South Essex.
  • New A12 junction at North Colchester on track for completion early 2011.
  • Big reduction in deaths and serious injuries year to date compared with 2009 and below target figure.

Economy

  • “Banking on Essex” has made credit available to a number of small businesses.
  • Countrywide apprentices have taken off and initial 1,000 places extended to 1,750 by 2012.
  • Council is supporting Essex savers in a countrywide credit union.

Community Leadership

  • “Operation Impact” 10 anti crime operations pledged by Council have been a success, acquisitive crime down 33% over Xmas.
  • Continuing action by trading standards against unsolicited traders.
  • Life Raft Trust conducting road shows around the County to illustrate benefits of grants they make available to small business.
  • 12 Essex arts organisations shared almost £20,000 in grants in May through small grants for arts scheme. Next funding round is in October.
  • Flood and Water Management Bill passed in April will require Essex County Council to lead on developing a flood defence strategy.
Braintree DC: No report.

Consideration of funding request from Hedingham Club:

Mr Hood repeated his presentation given at the last meeting in respect of the Club’s growth, its value as a community asset, with a wide range of users and activities and its financial position.

He said that the chiller had to be replaced urgently at a cost of £1,500 to maintain the Club’s ability to serve drinks. He was satisfied that the Club had obtained the best possible priced chiller.  Its purchase had however exhausted the club’s financial reserves and some members had resorted to making financial loans to the club.  The Parish Council recognised the Club’s value to the Community and that the Parish Council had assisted with capital expenditure in the past. A proposal to give a grant of £600 was made by Mr Higgins, seconded by Mr Worley and was agreed.

Allotments: The Parish Council agreed the draft of a letter which could be sent to landowners in the Parish to ask whether they had land which could be made available for allotments. The Parish Council will commence this process when requested by parishioners.

Highways: 

13.1 Notice boards:  

Two noticeboards have been demolished in the last month - in St James Street and outside Buckley’s tearoom. The driver responsible for the latter has been identified and the Clerk has written to him asking for details of his insurance. The person(s) responsible for the former has not been identified. The Parish Council’s insurance company has been notified. It will pay out a maximum of £375 being the sum insured - £500 minus the excess of £125. It will attempt to reclaim the £125 excess from the responsible parties insurance. The Parish Council agreed to do the following:

  1. Pursue an insurance claim.
  2. Replace the Notice board outside Buckley’s only.
  3. Obtain 3 quotes.
13.2 Playing Field:

The Parish’s grass cutting contractor has reported difficulties in grass cutting due to overhanging branches. They have quoted £125 to remove them. Mr Philp volunteered to examine and if possible cut them back.

 13.3 Potholes:

Various potholes were reported.
