Community Speed Watch - Training and the first monitoring of speed has taken place. Those involved reported that the technique for recording the car’s details will need refining. The Parish Council has its own speed gun and fluorescent jackets. The speed of cars and their registration is recorded but neither volunteers or the PCSO can issue tickets but warning letters can be sent to drivers via Essex Police. Uniformed Police can be called to attend if repeat offenders are identified and a prosecution may follow.
The Parish Council had no objections to the following application - Application 06/01830/FUL – Construction of vehicular access - 33 Nunnery St, Castle Hedingham.
Application 06/01959/LBC – Alterations to existing outbuilding Barn, Astles, 1 Pye Corner, Castle Hedingham Construction of vehicular access - 33 Nunnery St, Castle Hedingham – The Parish Council support all that is being planned to renovate this building. The proposal is very sympathetic to its architectural form.
The Parish Council had no objections to the follwong: Application 06/02008/FUL – Amendments to planning approval 06/00777/FUL – change flat roof to pitch - 110A Nunnery Street, Castle Hedingham; Application 06/02061TPOCON – 5 King Street, Castle Hedingham - Carry our works to trees and Application 06/01878/COU – Additional useage from A1 and A3 to A2 - 4 St James Street, Castle Hedingham.
Application 06/02206/FUL – Erection of first floor side extension - 2 Sheepcot Cottages, Sheepcot Road, Castle Hedingham - still under consideration by the planning sub-committee.
Mobile Library Review – giving details of a consultation regarding the criteria for provision of this service. The proposed criteria were discussed and the Parish Council were concerned that a mobile library service will only be provided when a locality is more than two miles from a static library unless there is a ‘Specific Identified Need’. ‘Specific Identified Need’ will be identified as: communities who suffer social isolation and deprivation and, communities who because of age or disability are unable to access services in any other way. Castle Hedingham is less than two miles from Sible Hedingham library. Councillors agreed to submit the following comment:
The Parish Council would not like to see any criteria that could be detrimental to the facilities in this village as they are vital to and, well used by, the parish’s children and elderly population. The Parish Council also ask that Essex County Council will also be asked to take account of the level of service provided by the nearest static library as in this parish’s case the library in Sible Hedingham is only open part time.
Memorial Hall Roof - The Parish Council have received grant funding from Braintree District Council’s Rural Communities Fund for the Memorial Hall roof and work will commence either just before or just after Christmas
