Speed Limit Crown Street, Church Lane and Church Ponds – Essex County Council are planning to carry out speed surveys in the areas of concern to ascertain the extent of the problem.
It was agreed that Essex County Council be advised of the following highways matters: continuing problems with a blocked ditch in Kirby Hall Road; pot holes in Rosemary Lane particularly near Rosemary Farm and in Kirby Hall Road; continuing problems with a repair at Pye Corner that is giving way and needs attention; trees overhanging the Sudbury Road and blocking Footpath 7 and, 59-61 Nunnery Street – there is a problem with road deterioration and drains that are higher than the surrounding road.

The Parish Council had no objections to the following applications - Application 07/00125/LBC - Display of 3 external lights - The Bell Inn, 10 St James Street, Castle Hedingham; Application 07/00266/FUL & 07/00267/LBC – Erection of first floor extension and alterations to existing dwelling and provision of new conservatory - 3 Crown Street, Castle Hedingham; Application 07/00287/TPOCON – Carry out works to trees – lower height of 2 plum trees - 38 Street, Castle Hedingham and, Application 07/00346/TPOCON – Carry out works to trees - Ruffle House, Ruffles Yard, Castle Hedingham
Application 07/00187/COU – Change of use of outbuildings to an annexe - The Vale Cottage Rushley Green, Castle Hedingham- Object - The Parish Council is concerned that if this is an outbuilding and not joined to the house and could represent new living accommodation more detailed plans are needed.
Application DC/PC/CC/BTE/14/07 - Construction of new and the redevelopment of existing hard standing areas to form additional car park spaces, coach/bus parking area, new motorbike/cycle shelters and ancillary works - Hedingham School, Yeldham Road, Sible Hedingham - The Parish Council is overall supportive of this application. However they are concerned about the removal of mature trees as in the overall scheme this would seem to be unnecessary. The council would like them to be incorporated into the design.
Application 07/00179/FUL – erection of double garage -The Cottage, Sheepcot Road, Castle Hedingham – No objections to the construction of a garage in principle but the Parish Council is concerned about the proposed size which is not commensurate with a domestic residence. The Parish Council would like to see a condition imposed that this is for used as a domestic garage only.
Application 07/00196/FUL – Replacement of coach house following destruction by fire Rushley Green Barn, Rushley Green , Castle Hedingham - No objections - on the same footprint and same ridge height with similar appearance to neighbouring property.
Special Planning Meeting - It was agreed to hold a special Planning Meting at 7.45 on 26th March at Castle Hedingham Club to consider the following applications as they had only just been received and this would allow the public to comment: Application 07/00278/FUL - Conversion of existing buildings to create single residential dwelling and construction of new garage and workshop - The Old De Vere Primary School, Queen Street, Castle Hedingham and, Application 07/00393/FUL – Erection of first floor extension to form studio over garage and alterations -Arden Cottage, Rushley Green, Castle Hedingham.
Application 06/02575/FUL – erection on 2 no. semi-detached two storey dwellings with carport and parking space - Land Adjoining 16 Crown Street, Castle Hedingham – It was noted that this application had been withdrawn.
Application 06/02381/FUL – Demolition of existing garage and erection of new pitched roof double garage – amendments to existing planning approvals 06/01084/FUL & 06/01526/FUL - 8 Queen St, Castle Hedingham – It was noted that Braintree District Council have referred the application to the District Development Committee. This meeting is likely to be in the week beginning 19th March. It was agreed that the Parish Council Chairman and/or Vice chairman will represent the Parish Council at this meeting.
Tree Preservation Order – Land to the rear of 118-132 Nunnery Street, Castle Hedingham - Braintree District Council have advised the Parish Council that tree preservation orders have been placed on a number of trees on this land.
Parish Elections - Parish Council elections will take place in May; details have been published on Parish Council notice boards.
Village Design Statement Exhibition - The Village Design Statement Committee were congratulated on a very successful event that had been attended by over 130 people. Particular appreciation was expressed for the invaluable work of Tom Kelly in making the event a success. It was noted that there is still a great deal of work to be undertaken before the Village Design Statement is completed and, hopefully, adopted by Braintree District Council to supplement and inform planning applications in the village.
