Report of the meeting of the Parish Council of Castle Hedingham held on Wednesday, 22nd March 2006 issued by the Clerk

Youth Council Report – Miss Vant, Youth Councillor, was welcomed to the meeting and gave the Parish Council a brief overview of the work of the Youth Council to date. They are planning their official launch for 28th April and all Parish Councillors are invited to attend. The Council also intend to invite the police to attend a future meeting and are looking into the possibility of having a Youth Shelter in Sible Hedingham. Miss Vant was thanked for her report.

Parish Ranger – The Parish Ranger reported to the meeting that he had been successful in tackling parking problems in New Park. He will monitor parking on the verge near the tennis courts where problems have been reported when events are held at the Bell. It was noted that approval for the order prohibiting parking on the verge at Crouch Green is still awaited. He agreed to visit the Playing Field and Hoe Lane where debris had been found suggesting drinking had been taking place. He also agreed to monitor parking on the double yellow lines at the junction of Castle Lane and Bayley Street.

Village Maintenance - It was noted that Mr Arthur Carr had been appointed as the Parish Council’s village maintenance employee.

Cold Caller Zones – It was agreed that the Parish Council would like to establish a No Cold caller Zone. The County Councillor agreed to move this forward for the Parish Council.

Planning Comments

Appln 06/00163/LBC - Alterations to existing outbuilding - Barns, Astles, 1 Pye Corner, Castle Hedingham - No objections – this is a sympathetic and long overdue renovation.

Appln 06/00300/TPO – carry out works to trees - Birdbrook House, Luces Lane, Castle Hedingham - no objections.

Appln 06/00330/FUL – Erection of garden shed - Barn, Astles, 1 Pye Corner, Castle Hedingham – no objections.

Appln 06/00420/FUL – Erection of two semi detached dwellings - Land adjoining 16 Crown Street, Castle Hedingham - The Parish Council object to this application as they consider this development to be on too large a scale for the plot of land. They are concerned about the structural implications for the dwellings abutting the plot of land in Castle Close and suggest that a geotechnical investigation should be carried out before the application can be considered. The Parish Council would also ask that an archaeological investigation is carried out on this site if it is developed as it on the boundary of the Hedingham Castle’s fortifications.

Appln 06/00467/FUL - Erection of one no. two bedroom dwelling - 5 Castle Lane, Castle Hedingham and Appln 06/00468/CON - Proposed demolition of garage block to accommodate a new dwelling - 5 Castle Lane, Castle Hedingham. The Parish Council object to these applications as they did when similar applications were submitted some time ago. The reasons the Parish Council still object to these applications are as follows:

  1. Previous Consensus: Planning permission for a two bedroomed 1.5 storied cottage on this site was approved by the Halstead Area Planning Committee some time ago incorporating several modification agreed by all parties including the developer, local residents and the Parish Council. Recently an application to change the roof height of the house on this site was rejected by the Area Planning Committee on the grounds that a consensus of opinion had previously been reached regarding the roof heights and on that basis previous approval had been given. This situation also applies to these applications.
  2. Architectural Style: The modifications agreed previously included the use of double camber clay tiles to match those generally used within the village centre Conservation Area and replacing weather boarding with a coloured plastered external finish to the cottage. The Parish Council can see no reason to change these materials and do not feel that a thatched cottage is in keeping with the area.
  3. Loss of Privacy - The Parish Council also objects to the inclusion of a window on the western elevation as it would overlook a neighbouring property and cause loss of privacy.
  4. Cottage Location: The site of the cottage needs to be further back into the site away from Castle Lane to align with the front building line of the adjacent dwellings (No. 1 & 3). This would enhance traffic safety by improving the visibility splay and accessibility to and from Castle Lane and minimise the impact of loss of light and privacy for the surrounding properties.

Fire Hydrant Falcon Square – it was noted that following a concern raised by a parishioner the Clerk had contacted the Fire Service to enquire about the fire hydrant in Falcon Square being painted yellow so that is would be easier to locate. The Fire Service had advised the Clerk that the hydrant is due to be painted shortly.

Clean Team – It was agreed to feedback to the District Council the Parish Council’s appreciation for the high standard of the work carried out by the Clean Team.

Play Equipment - It was noted that while the owner of the playing field withholds permission the Parish Council cannot erect any new equipment on this area.

Community Transport – Councillors were sorry to note that is very unlikely that the 332 bus service to Braintree will continue after the funding finishes on 31st March 2006. They were pleased to note that it is very likely that the 331 service to Sudbury is likely to be adopted by Essex County Council and continue once the funding ceases. Mr Hood was thanked for all his work in this area.
