Report of the meeting of the Parish Council of Castle
Hedingham held on Wednesday, 16th March 2005 issued by the Clerk
Relocation of Doctors’ Surgery within Great Yeldham - Dr
Zollinger-Read, Chief Executive of the Witham, Braintree and Halstead
Primary Health Care Trust, had been invited to the meeting following
concerns raised in the local paper, by parishioners and by Sible
Hedingham Parish Council regarding the future of healthcare provision
in the Hedinghams. He had brought with him John Summers, Director of
the Witham, Braintree and Halstead Primary Health Care Trust.
Representatives of Sible Hedingham and Great Yeldham Parish Councils
were also present as well as two Castle Hedingham GP’s and the Vice
Chairman of the Castle Hedingham’s Patients Forum.
A lively debate took place arising there from:
- Great
Yeldham Surgery – The Health Care Trust have assessed the current
surgery in Great Yeldham as not ‘fit for purpose’ and have been looking
for a suitable location to build a new facility. There is an area of
land in Great Yeldham which, it is understood, is covered by a Section
106 order allowing it only to be developed for a community building.
The Trust has submitted a planning application for a surgery on this
site.
- Future Healthcare Provision – It was confirmed that there
was no intention to reduce the number of surgery sessions in Castle
Hedingham but that one of the Doctors in Sible Hedingham had expressed
an interest in moving two of Sible Hedingham’s evening surgeries to
Great Yeldham. However the meeting was assured that no changes would be
made without public consultation.
- Consultation.- Dr Davis, one
of the Castle Hedingham GP’s present, expressed extreme concern that he
had not been consulted, informed or involved in any part of this
project. There were also concerns from the members of the public and
Councillors about the lack of public consultation. It was explained
that the Trust had initially intended to seek planning permission first
and, if successful, then undertake a full public consultation. However
following the high degree of concern that had been expressed by the
public the Trust had recently taken the decision to withdraw the
planning application and undertake a full three month consultation.
Councillors asked for an assurance that the Trust would ensure that Dr
Davis is fully consulted. Dr Zollinger-Read gave an assurance that all
parties will be consulted.
Parking Enforcement –
Braintree District Council will make regular patrols to enforce the
parish’s parking restrictions. They will pay particular attention to
the end of Crown Street and Kirby Hall Road where parking is regularly
taking place on the double yellow lines.
Rope String Band
- This event had been very successful and enjoyable and had made a
profit for the council of £229. It was agreed that the Parish Council
will take part in Essex on Tour next year.
Rural Issues
One
of the District Council areas for priority this year is to address
rural issues. To this end the parish support grant has been increased
by 10% and the District Council will meet 50% of Parish Council
election costs. Further measures include:
- Parish
Rangers - A ranger will be appointed for each cluster to deal with
anti-social behaviour issues, look at parking enforcement and clean
team issues.
- Green Waste Vehicle – A refuse lorry will be
visiting rural parishes regularly to collect green waste. Dates for
Castle Hedingham: The dates for the Green Waste Amenity Vehicle
collections in Castle Hedingham are as follows: Saturday 16 April,
Saturday 21 May, Saturday 25 June, Saturday 23 July, Saturday 20
August, Saturday 24 September and Saturday 22 October.Collection time is 08:45 to 09:15 for each Saturday.
It is intended that the vehicle will park in Kirby Hall Road between
the school and the junction with Nunnery Street, as the vehicle had
considerable problems with access to and from the Memorial Hall on 12
March. Residents of Kirby Hall road will be consulted before this
arrangement is finalised. Posters advertising the visits will be placed
in the Parish Council notice boards.
- Illuminated Slow Sign – A mobile slow sign will be allocated for each cluster and can be used by each parish.
- Community
Policemen – The District Council has purchased two SMART cars to enable
these officers to visit parishes. The intention is for them to make
foot patrols once they are in the parish.
Rural Development Fund
– This fund has been set up to fund projects to improve aspects of
rural life. Grants of up to £5,000 will be available. The priority is
to fund project that address: crime and the fear of crime, young
people’s services and village halls.
Youth Council – The Parish Council are considering setting up a youth council in the parish.

Application 05/00307/TPOCON
- Carry out works to trees - Bailey Lodge, Pye Corner, Castle Hedingham
– no objections- glad to see that the silver birch will be replanted.
Application 05/00166/FUL
- Erection of cart lodge/garage - Bailey Lodge, 4A Pye Corner, Castle
Hedingham – The Parish Council comment was agreed as follows: The
property is outside the village envelope. The Parish Council question
the need for further garages on top of the garages already provided. If
granted the Parish Council would like a condition, as suggested by
Braintree District Council Development Control Planner Jamie Comley,
that this structure is used only as a garage.
Application 05/00382/FUL
- Proposed erection of summerhouse - Goston Mount, Pottery Lane, Castle
Hedingham - no objections to the summer house, however the Parish
Council object to the proposed colour of the structure.
Application 05/00352/FUL
- Erection of train shed for storage and display of historic railway
vehicles, trains and routine maintenance - Colne Valley Railway,
Yeldham Road, Castle Hedingham – No objections.
