Public Forum: a) Mr Clay wished to bring to the attention of the Parish Council an aspect concerning the allocation of affordable housing which they may not have been aware. He informed the meeting that when new affordable housing is built in villages there is a requirement that individuals with a strong local connection should be given priority in the allocation of this housing - known as Section 106 agreements. He is concerned that the current Braintree District Council criteria which is currently under consultation, gives persons who have lived in the Parish for the previous two years priority over residents or their dependents who had left the parish because of the lack of affordable housing. He felt that the criteria in used to determine allocation priority should be more closely based on a long term connection with the Parish. The Parish Council discussed Mr Clay’s presentation further at item 8.2 b) Mr Hood said he was speaking as the Parish Council’s representative on the Hedingham Club. He said the club was free of debt and financially sound. It was currently saving approximately £100 per month. Its membership had risen and it is a valuable community asset providing a range of activities. However a recent unexpected but necessary purchase of a chiller for £1500 had exhausted its reserves leaving it vulnerable to any further unexpected expense. He sought on behalf of the Club Parish Council help - either by way of a donation or loan. It was agreed to discuss this proposal at the next meeting. Messrs Clay and Hood left. |

Police Information / Report: WPC Coghill reported: a) No crimes reported in Castle Hedingham since last Parish Council meeting in July. b) Police currently marking items such as home electronic equipment, garden equipment, free of charge. Contact Essex Police via its website, by phone or personal call. c) Speed checks to target particularly motorcyclists at weekends planned. WPC Coghill left the meeting. |

6.9 Pots / troughs / tubs placed on the public highway: Essex County Council Highways has now written to a parishioner asking for the removal of flower pots on the public highway in Queen Street. Essex County Council Highways deems that their removal is required as a safety issue. They have asked to discuss with the Parish Council licensing for the retention of other pots/troughs/tubs on the public highway elsewhere in the village (that are deemed not to be a safety issue/creating an obstruction). Braintree District Council & Essex County Council Information: 8.1 Essex CC: No report. Braintree DC: Mrs Scattergood apologised for not giving her apologies for the last meeting. She reported:a) Repair notice has been served on owners of Edeys Farm. b) Braintree District Council has introduced a new ruling that anyone obtaining planning permission for individual new houses must pay a fee, in the region of £2000, but may vary depending on size of house. This will fund play equipment/open space development in the Parish. This requirement applies to new planning applications and is not backdated. Mrs Beavis reported: a) Productive and informative meeting had been held with the 2 developers of the Premdor site - Premdor and Mr Ladkin. A sub committee is looking at options to include employment opportunities as part of the development(s). A “Community use” space will be included as part of the development(s) -possibility of a combined Hedingham Health Centre being located on this space. Castle Hedingham Parish Council has and will continue to be represented on meetings with the developers. b) A meeting to look at holistic development of education in the Hedinghams is being managed and hosted by Mrs Carter of Hedingham School and will be held in September. c) Flooding Meeting with Environment Agency: Sible Hedingham Parish Council is writing to Mr Newmark MP about the lack of action/progress by the Environment Agency with some of the actions that had been agreed. d) Funding will be very difficult in 2011/12 and beyond. Braintree District Council awaits details of Central Government funding but there will be large cuts, probably 25%+. Braintree District Council officers are working on budget options. Summit to outline changes to be held; Chairman Mrs Allfrey will be invited to attend. Essex County Council currently working with Braintree District Council to dispose of some Council owned properties to raise revenue. e) Halstead Local area Committee still has some funds available for the period 2010/11. |

| 9 | Correspondence: 9.1 Stop Stanstead Expansion: The Clerk was instructed to write to the Transport Minister with a “never again message” in respect of any second runway. 9.2 Section 106 Housing- presentation by Mr ClayMrs Scattergood, as Chair of the Planning Committee, said Mr Clay’s point was well made and founded on facts. She said it was down to the Parish to draw up its own locally specific criteria relating to the allocation of affordable Section 106 housing within its parish. The Braintree District Council criteria was a generic model which could be adapted to suit local needs. The Parish Council noted and accepted both Mr Clay and Mrs Scattergood’s comments and said it would take them into account when drawing up the Castle Hedingham criteria for allocation of Section 106 housing in the village. The Parish Council does not anticipate any such housing in the immediate future. The Clerk was instructed to write to Mr Clay thanking him and telling him that his comments will be considered by the Parish Council when drafting its criteria. | KK KK | ||||||||||||||

11 | Hedinghams Parish Magazine- consideration of funding one edition. (Mrs Beavis declared an interest as Chair Sible Hedingham Parish Council.) 11.1 The Vicar has proposed an expansion of the current church magazine which is sold at a charge, into a magazine covering both church and community issues issued free of charge to all households in the Hedinghams. It is intended that running costs will be met by advertising but as there will be a time lag before increased revenue meets increased production costs, a donation of £500 from each Parish was being sought to meet the costs of the first two editions of the new magazine. Mrs Beavis said that Sible Hedingham Parish Council has approved a donation of £500. The Parish Council agreed to support the new magazine but there was debate about the level of donation. Several Councillors felt that as Castle Hedingham was a much smaller parish than Sible Hedingham a smaller contribution would be more appropriate. A proposal to make a donation of £500 was proposed by Mr Higgins, seconded by Mrs Moffat, but failed after a vote. An amended proposal of a donation of £400 was proposed by Mr Southgate, seconded by Mr Pewter, and was passed on the Chairman’s casting vote. The donation of £400 will be made in January 2011. parking bays outside the Doctors’ surgeries with Essex County Council
